Yes. The 2026 federal cap is 408,000 study permits, with only 155,000 going to newly arriving students. Master’s and PhD applicants at public Canadian institutions are now exempt from the cap and from the PAL/TAL requirement, which materially shortens timelines for graduate applicants. Undergraduate applicants still need a Provincial or Territorial Attestation Letter.
The federal cap took effect 2 March 2026 and replaces the previous unlimited-hours arrangement. CBSA can verify hours against employer records during PR or PGWP reviews, and exceeding the limit can be cited as study-permit non-compliance. We model your study + work hours into your case plan from day one.
Applications submitted on or before 31 December 2026 receive the full 2-year Graduate Route (3 years for doctoral graduates). Applications submitted from 1 January 2027 are reduced to 18 months. We plan course end-dates around this cliff edge.
